The report covers Murray's view that 1961 was "a good year for Romania", with no internal political difficulties; the general rise in the living standards enjoyed by the Romanian public; and the Romanian government's attempts to broaden its popular support, although "the repressive nature of the regime has not yet been relaxed". The report also covers the collectivisation of Romanian agriculture, which is nearly complete; an increase in the productivity of Romanian industry; and the Romanian government's decision to import more consumer goods and capital equipment from the West. The report further comments on the state of relations between Romania and Britain; and the impact that the Twenty-Second Congress of the Communist Party of the Soviet Union may have on the Romanian government.
