Subject covered in the file include a meeting of communist party first secretaries and heads of government, which will "once again be without the Albanian leaders"; and a four-nation conference "for a Balkan rapprochement" in Athens, at which the Yugoslav delegation "accused Albania of pursuing policies which discouraged friendly cooperation in this region". Other documents discuss a rumour that the Soviet government will look to sponsor a coup d'état in Albania to depose Enver Hoxha, the Albanian leader; and the British government's view that this is very unlikely, as it is in the Soviet interest to make the Eastern bloc appear as stable as possible. The documents also cover several speeches criticising Albania at the Twenty-Second Congress of the Communist Party of the Soviet Union.
