The documents discuss the resignation of Nikolai Bulganin as chairman of the Council of Ministers of the Soviet Union; the appointment of Nikita Khrushchev, the Soviet leader, as his replacement; and the view of the British embassy in Moscow that this appointment will not "increase to any significant extent" the power Khrushchev already exercises. The documents also contain a report produced by the British embassy in Moscow covering a recent election to the Supreme Soviet of the Soviet Union, during which 99.97% of the Soviet population voted for the ruling Communist Party of the Soviet Union. Other documents include a report produced by the Foreign Office commenting on developments in Soviet domestic and foreign policy between July and December 1957, covering events including the failed attempt by the "Anti-Party Group" to remove Khrushchev from power.
