The report discusses the living standards of Polish peasants, with the "hygienic conditions" amongst the children of Polish peasants described as "shocking"; and how the "rural utopia" envisioned by the Polish government has been replaced by a "rather gloomy" reality, as "out of a total of about five million peasant-owned farm buildings, nearly two million deserve to be condemned". The report also suggests possible methods of improving living conditions in the Polish countryside, including "stimulating the activities of peasant self-government", with the long-term aim of helping the Polish "civilized countryside" to "cease to be a utopia and become a reality".
