The file discusses a requirement imposed by the Hungarian legation in London that British diplomatic couriers (Queen's Messengers) should send two application forms and two photographs to receive a visa for every journey to Hungary, rather than only on the first occasion as previously. The file notes the requirement from the British legation in Budapest that Hungarian couriers on second and subsequent journeys to Britain submit a "notification of travel" form; the recent refusal of a U.K. visa to a known Hungarian intelligence officer; and a meeting between the Foreign Office and the Hungarian legation in London to discuss the matter. The Hungarian legation agreed to drop the requirement for repeated submission of the application form in return for the British legation ceasing to require a "notification of travel" form.
