The documents discuss the fifth annual Conference of Labour Cooperative Farms in Bulgaria, at which a new Charter for the Labour Cooperative Farms was drafted, which intended to "root out corruption and enforce stricter discipline" within the Bulgarian agricultural system. The view of the British legation in Sofia was that the new charter will "not be popular with either the management or the ordinary members of Labour Cooperative Farms". The documents also contain a copy of the new Charter for the Labour Cooperative Farms; and a decree passed by the Bulgarian government abolishing state deliveries of sunflower and vegetable oil, and increasing their market prices. Other documents include a report on the Bulgarian harvest of 1958, which was heavily affected by a drought.
