The file reports the formation of a Soviet-Bulgarian Friendship Society, and the visit to Moscow of leading figures in the Bulgarian government. The British legation in Sofia speculated that the lack of a communiqué following the visit may have meant that there was disagreement. The file also contains the translation of a speech made by the Soviet leader, Nikita Khrushchev, at the Seventh Congress of the Bulgarian Communist Party, in which he stressed the good relations between the Bulgarian and Soviet parties, and attacked revisionism and "theoreticians.
