Subjects covered in the file include the protests of the British government following the introduction of new arrangements for the exchange rates of non-commercial payments. The protests centre on the argument that the rate of exchange for sterling when applied to any transactions, commercial or otherwise, should reflect the relationship between sterling and the U.S. dollar, as indicated in the Sterling Payments Agreement of 1949.
