The correspondence discusses threats made against residents of East Berlin who work in the West, with reference to the establishment in East Berlin of a commission to consider measures against them; and the appeals of the Allied Kommandatura to their Soviet counterparts in trying to prevent discrimination against them. Proposed measures against Grenzgängers include the imposition of Soviet section and zone taxes, the confiscation of workers' food rations cards, payment for social insurance, the compulsory currency exchange of West German earnings, the barring of their children from schooling in East Berlin, the prohibition of children attending school or serving apprenticeships in West Berlin, and measures affecting border-crossers' housing. The file also includes the text of the message sent to the Soviet Kommandant and the Soviet response, which argues that the issue falls under the jurisdiction of the East German authorities.
