The proposed question challenged the British government to come to an "unofficial" trade agreement with East Germany, pointing out that a number of NATO allies had made such an agreement despite not recognising the East German government. The draft reply stated that while the British government was not willing to enter any kind of negotiations with East Germany, it would have no objection to a non-governmental group of British businesses concluding an agreement with an equivalent body in East Germany.
