A file containing a single letter concerning relations between Romania and North Vietnam. The letter discusses the view of the British consulate-general in Hanoi that there is no evidence that Romania has been given "any special role to play in the communist penetration of the successor states of Indo-China"; and that the opening of a Romanian embassy in Hanoi is "little more than a prestige mission", as "Romania's Latin language and pre-war tradition of French culture are no assets in this part of the country".
