A file of correspondence concerning the activities of Leonard Cheshire, a former Group Captain of the Royal Air Force. The documents discuss a request by Cheshire for an aircraft so he can fly to China to help establish his charitable foundation there; and Cheshire's belief that, as it is unlikely the Chinese government will permit a British aircraft to land, he should apply to the Soviet government for one. The documents also cover the view of the Foreign Office that the only way the Soviet government will provide Cheshire with an aircraft is if they can exploit it for propaganda purposes.
