The letter discusses the surprise of the British embassy in Bern that the Soviet Union did not opt to send their most up-to-date aircraft to the Zurich air show; and the decision of the Soviet government to send Sergei Rudenko, the Marshal of the Aviation, to the air show, which the British embassy believes was an "essentially political" move that demonstrated their intention to "exploit the opportunity to make a splash".
