The documents contain an article published in Pravda by Arseny Zverev, the Soviet Minister of Finance, announcing the publication of the Soviet state economic plan for 1956; and a report prepared by the British embassy in Moscow commenting on the publication of the state economic plan, which states that "the main feature of the budget is the concentration on the further and rapid development of heavy industry". The documents also include a copy of a law passed by the Supreme Soviet of the Soviet Union for the "State Budget of the Union of Soviet Socialist Republics for 1956"; a discussion of the reaction of the American press to the new Soviet state economic plan; and a paper produced by the British Economic Intelligence Group analysing the new Soviet state economic plan.
