A file of correspondence and press material concerning a speech made by Nikita Khrushchev, the leader of the Soviet Union, whilst on a tour of Burma, in which he declared that Britain was responsible for the German invasion of the Soviet Union in 1941. The documents discuss other remarks made by Khrushchev, including that the British considered the Burmese to be "savages"; and an address by Winston Churchill that suggested that an upcoming visit by Khrushchev to Britain should be cancelled. The documents also cover the general anti-colonial tone expressed by Soviet politicians throughout the tour; and the adoption of this anti-colonialist line by the Soviet press. Other documents comment on a speech made by Nikolai Bulganin, the Chairman of the Council of Ministers of the Soviet Union, to the Indian Parliament, which the Foreign Office referred to as "inconsistent with the nature of relations existing between our two countries".
