Subjects covered include possible divisions over foreign policy within Soviet leadership; indications of a continuing power struggle between Soviet leaders; the role of various Soviet leaders in the trial of Lavrentii Beriya; the Soviet theory of "Collective Responsibility" in leadership; and a possible rivalry between Nikita Khrushchev, First Secretary of the Soviet communist party, and Georgii Malenkov, Chairman of the Council of Ministers. Other documents include a report from the French embassy in Moscow outlining differences between Khrushchev and Malenkov on agricultural policy; a discussion of the alleged censorship of a speech given by Khrushchev; a British press clipping commenting on the rivalry between Khrushchev and Malenkov; and an American press clipping titled "Soviet Rivalries Continue at Top".
