Averell Harriman, the former American ambassador to the Soviet Union, relating to the likelihood of Soviet attack and the capability of their forces, and also to affairs in India, Iran and Indochina; papers relating to American troops arriving in Iceland by air and Finnish concerns that this might reflect preparations for war; and consideration of publishing a talk by a senior British diplomat which discussed factors in assessing Soviet and communist policy, and the history of Russian interaction with other countries.
