The file is concerned with policy towards the Soviet Union on a global scale, but areas of particular discussion were whether to allow Soviet trade representatives access to British territories in South East Asia, and the consequences for British representatives in Soviet-controlled regions if the former were banned; the attitude of an independent Indian government towards the Soviet Union; encouragement to the press to report more negative stories on the Soviet Union, and assurances that there would be no government objection to this; setting up a monthly telegram updating British missions around the world on the latest developments in Soviet policy; possible Soviet interference in Japan and Korea; and Soviet policy in Germany, including the deportation of German factory workers to the Soviet Union.
